The roots of Civil Services go back a long way in Human History. It was the key to survival of the Egyptian Civilisation that existed 3000 BC. The ancient Chinese & Japanese empires had their own corps of Civil servants.

The Nuclei of intensive modern states in the middle ages developed concomitantly with the bureaucratic structures. In states like France, Prussia the system worked well only because the civil society was sufficiently developed to moderate the process of bureaucratisation. When the concept travelled further east to Russia, the state became excessively bureaucratic in the absence of a developed civil society to restrain it. In spite of valiant efforts by Peter the Great, & Mikhail Gorbachdev in recent times, the civil society in Russia has not been able to develop itself on the Western European model & act as a check on the bureaucratic stage.

Kautilya's Arthashastra stipulates 7 basic elements of the Administrative apparatus. According to it, the higher bureaucracy consisted of the mantris & amatyas. While the mantris were the highest advisors to the king, the amatyas were civil servants. There were 3 kinds of amatyas; the highest, the intermediate & the lowest based on their qualifications.

A new stage in the evolution of administrative order came at the time of delhi sultanate. The system of simultaneously appropriating the social surplus & distributing it among the ruling elites – so successfully introduced by the Delhi Sultanate – was adopted by contemporary states outsides the sultanate such as Orissa & Vijaynagara.

The Mughal Bureaucracy was based on the Mansabdari system. Every mansabdar was invested with a mansab which determined his position in the Mughal B'euacy. It was essentially a post of civil servants available for civil or military deployment. The system, as it finally evolved, became a combination of the higher civil services, the peerage & the army, all rolled into an Omnibus civil service organization.

As instruments of public service, civil servants have to be ready for change. There has been no sincere attempt to restructure the civil service although more than 600 committees & commissions have looked into different aspects of Public Administration. The civil servants, in India, have become ends in themselves. As a result, change & reform essential for efficient public service, which is citizen – oriented, is resisted & to that extent, the concept of sovereignty of the people is jeopardised.

Ideally, the civil services should be one such;

  • That is valued by ministers, & is a superb source of expert, objective policy advice.

  • That delivers would class, customer focused services, day in & day out, frequently in partnership.

  • That attracts the best talents from every area of the society in which the civil servants are acceptable, result-oriented & transparent in their dealings.

  • Every part of which commands the confidence & respect of the public it serves.

Q. Write a short essay on the development of literature during the Mughal period.

Ans. The Mughal period constitutes a brilliant epoch in the cultural history of India. The period witnessed outburst of many-side cultural activities, of which very significant strides were made in the development of literature.

There were several factors responsible for the development of literature during the Mughal period. Foremost factor was the background provided by Sufi and Bhakti saints who preached in local languages.

The next important factor wass the patronage provided by the Mughal rulers to the various literatures like Persian, and Hindi.

Both original works and translations were produced in large numbers in Persian. Hindi also saw important developments and so did Punjabi, Urdu. Moreover, many other regional languages also found a period of growth during this period.

The greatest growth was witnessed in the Persian literature because it was the official language of the Mughals. All Mughal rulers patronized Persian literary figures and activities. Thus, Babur wrote poems in both Persian and Turkish.

Q. Give an account of India's Foreign policy in the Context of Non alignment.

Answer: A disappointing feature of India's foreign policy since Independence has been the almost complete absence of a meaningful debate about it. Early on, no one dared, within and without the government, to question the policy laid down by Jawaharlal Nehru. This continued right up to the present times, when the nuclear deal with the United States generated a good deal of discussion, much of it though on ideological grounds. Equally unfortunate is the importance attached to the desirability of consensus in foreign policy. Why should consensus, per se, be essential to the conduct of foreign policy?

Eight eminent men — alas, not a single woman — have rendered a very useful and much needed service by producing "Nonalignment 2.0: A Foreign and Strategic Policy for India in the Twenty First Century." The document gives us a comprehensive overview of the challenges facing and opportunities available to India in the years ahead. The analyses of the issues involved are sound and give a good basis on which to take the debate forward.

Why did they have to choose "non-alignment" as the title for their document? In this day and age, to talk of non-alignment is completely un-understandable. The authors explain that they use the term to indicate the "strategic autonomy" of decision-making which was supposed to be the essence of previous non-alignment. This is true only to an extent. The word itself was conceived in the context of the state of the world in the Cold War period and does not necessarily have connotations of success in foreign policy. It is not as if "Nonalignment 1.0" was a golden era for Indian diplomacy. Some of us are unlikely to forget that we did not receive support from a single fellow non-aligned country when China attacked us in 1962. Nehru himself might not have approved the use of this term if he had lived long enough to see the distortions that crept up in the practice of non-alignment. Today, "Non-alignment" sounds backward looking, not forward looking, as is the intention of the authors.

Ans. The United Nations Monetary and Financial Conference, commonly known as Bretton Woods conference, was held in Bretton Woods, New Hampshire, USA to regulate the international monetary and financial order after the conclusion of World War l1.The conference resulted in the agreements to set up the International Bank for Reconstruction and Development (IBRD)- popularly known as World Bank and the International Monetary Fund (IMF).The IMF was set up to foster monetary stability at global level. The IBRD was created to speed up post-war reconstruction. The two institutions are known as the Bretton Woods twins.

Q. Give an account of IMF. Its objectives & modus operandi?

Ans. The International Monetary Fund, a UN specialised agency, was established under the Bretton Woods Agreement in 1944 along with the World Bank. It has 187 members (2011). It is headquartered in Washington and its Managing Director is Christine Lagarde. It started functioning in 1947.
