Kautilya's Administrative State

The Mauryan era of ancient Indian history gave the world a significant treatise, the Arthashastra of Kautilya.' The date of this treatise is disputed. Different historians have proposed different dates, though the consensus seems to be on the period generally spanning 321 to 296 B.C.

The word artha is used to denote the substance of livelihood of men. The Arthashastra is thus the science which deals with the acquisition and protection of the means of livelihood. It shows how this activity should be carried out. At the same time, it is a means of ensuring the well-being of man in general. It has a twofold aim. The first, palana, refers to the administration and protection of the state. The second, labha, is conquest and acquisition of territory. It is, therefore, the science dealing with state affairs in the internal as well as the external spheres. It is the science of statecraft or politics and administration.

The Arthashastra of Kautilya contains fifteen books or adhikaranas. Of these, the first five deal with what is called the tantra or the internal administration of the state, while the last two are miscellaneous in character. This work, which is a major source of information about the administrative system of ancient India, is not a theoretical treatise. Kautilya has not evolved any ideal theories regarding law, politics, justice or administration. What he has concentrated on are the practical aspects of administration. For instance, when he talks about the origin of the state, he is not talking in terms of a social contract theory like Hobbes or Locke did. Only passing references have been made to such topics but they give, at the same time, a valuable insight into his thoughts and perceptions.

Parliamentary panel recommends separate exams for IPS

Holding a separate examination for recruitment of IPS officers where their "mental makeup" and "inclination for policing" can be checked has been mooted by a Parliamentary Committee.

Besides, the panel has also recommended to the government making changes in the training modules for the IPS officers to tackle modern day challenges including terrorism and Naxalism.

One such source is wind, which is a clean, renewable and sustainable form of energy. Wind is free and with modern technology can be captured efficiently for generating power. It has no green house gases emissions. Throughout history, wind energy has been harnessed in many ways. Centuries ago, wind power was used to sail ships and windmills were used to grind the grains, pump water and cut wood. Initially, in India wind power was used for irrigation and grinding purposes but later on development of wind power got a boost. Now, it is being used to provide electricity to grid along with its use for distribution generation mode.

Today, India is the fifth largest producer of wind energy globally after China, the U.S.A., Germany and Spain with a cumulative installed capacity of over 16000 MW till the end of January 2012. The total potential for wind power in India was first estimated by the Centre for Wind Energy Technology (C-WET), Chennai at 45 GW and has been recently increased to 49.13GW. In fact, in the twelfth five year plan the Government proposes to add 15000 MW of capacity through new wind energy projects. Currently, wind technology is being primarily used in three ways: (i) Wind pumps, which use mechanical energy from wind mainly for water pumping  purposes (used for drinking and irrigation). CARBON CAPTURE AND STORAGE (CCS), alternatively referred to as carbon capture and sequestration, is a technology that will attempt to prevent large quantities of CO2 from being released into the atmosphere from the use of fossil fuels in power generation and other industries. It is often regarded as a means of mitigating the contribution of fossil fuel emissions to global warming. The process is based on capturing carbon dioxide (CO2) from large point sources, such as fossil fuel power plants, and storing it in such a way that it does not enter the atmosphere. It can also be used to describe the scrubbing of CO2 from ambient air as a geoengineeringtechnique. Although CO2 has been injected into geological formations for various purposes, the long term storage of CO2 is a relatively new concept. The first commercial example was Weyburn in 2000.
An integrated pilot-scale CCS power plant was to begin operating in September 2008 in the eastern German power plant Schwarze Pumpe run by utility Vattenfall, in the hope of answering questions about technological feasibility and economic efficiency. CCS applied to a modern conventional power plant could reduce CO2 emissions to the atmosphere by approximately 80-90% compared to a plant without CCS. The IPCC estimates that the economic potential of CCS could be between 10% and 55% of the total carbon mitigation effort until year 2100.

Capturing and compressing CO2 requires much energy and would increase the fuel needs of a coal-fired plant with CCS by 25%-40%. These and other system costs are estimated to increase the cost of energy from a new power plant with CCS by 21-91%. These estimates apply to purpose-built plants near a storage location; applying the technology to preexisting plants or plants far from a storage location would be more expensive. Recent industry reports suggest that with successful research, development and deployment (RD&D), sequestered coal-based electricity generation in 2025 will cost less than unsequestered coal-based electricity generation today.

Storage of the CO2 is envisaged either in deep geological formations, in deep ocean masses, or in the form of mineral carbonates. In the case of deep ocean storage, there is a risk of greatly increasing the problem of ocean acidification, an issue that also stems from the excess of carbon dioxide already in the atmosphere and oceans. Geological formations are currently considered the most promising sequestration sites. The National Energy Technology Laboratory (NETL) reported that North America has enough storage capacity at its current rate of production for more than 900 years worth of carbon dioxide.[6] A general problem is that long term predictions about submarine or underground storage security are very difficult and uncertain, and there is still the risk that CO2might leak from the storage into the atmosphere.

Sequestration

Various forms have been conceived for permanent storage of CO2. These forms include gaseous storage in various deep geological formations (including saline formations and exhausted gas fields), liquid storage in the ocean, and solid storage by reaction of CO2 with metal oxides to produce stable carbonates.
