Human Resources Development

Fredric Taylor was the first person to recognize significance of "Human Resources" within the organization. He felt that if his resources are utilized in an optimal manner, then organization can maximize its efficiency. His theory was extended by Human Relations thinkers who expanded the scope of motivation to include socio-psychological aspects. Further, advancements were made in this field by behavioral thinkers who treated individual as center of' organizational activity. Human Resources development as a concept gained lot of prominence recently with emergence of Information Technology and ability of human beings to work efficiently with computers.

Most of the organization around world are emphasizing on aspect of Human Resources development as growing dissatisfaction levels among employees are leading to high levels of attrition among organizations. Organizations are making every effort to keep employees within organization and also to motivate them sufficiently to achieve its objectives. In initial stages they provided employees with monetary incentives but later on emphasized on better working conditions and improvement of employee employer results.

Human Resource Development is the framework for helping employees develops their organizational and personal skills, knowledge and abilities. It includes employee training, employee carrier development, professional management and development, Decision Planning, keep employee identification and organizations development.

Important features of HRD include

  1. Employees in the organizations are human resource;.

  2. that there is need to develop their potentialities for their as well as organisation's benefit

  3. the work environment in the organisaiton should be so conductive e to inter-relationships of the workers and management that the workers identify themselves with the objectives of the organization.

  4. that it increases pride in the workers as members of he group and image of the organization.

At Mangalore, Tipu inflicted a crushing defeat on the large English Army under Campbell. Then Tipu left for Cuddapah to join his commander Qamar-ud-din. There he defeated the troops under traitor Sayyad Mohammad and then routed the English Army sent under Montgomery to assist Sayyad Mohammad.

Every onlooker thought that he could forecast what the answer would be, for Sayyad Mohammad had added to his treachery by killing in cold blood hundreds of Tipu's loyalists. Tipu replied: 'I grant you your life, not in forgetfulness of what you did but in remembrance of who your father was.' Sayyad Mohammad's father was a man of religion, attached to the tomb of Gisu Daraz at Gulbarga.

The reply almost led to a quarrel between Tipu Sultan and his trusted commander, Qamar-ud-din. The quarrel ended only when Tipu Sultan cried: 'You call me a king but question each act. It seems, I amyour king only when I command to kill. But I cannot, it seems, command to spare a life, if I choose.' This was not a kingly act, Qamar-ud-din thought to himself. We are only increasing the number of wolves against us, he wanted to say. But after this outburst, he knew, it was no use arguing further.

With about 14.5% contribution (2011) to the gross domestic product (GDP), agriculture provides livelihood support to about two-thirds of country's population. The sector provides employment to 57% of country's work force and is the single largest private sector occupation. Agriculture accounts for about 10% of the total export earnings and provides raw material to a large number of Industries (textiles, silk, sugar, rice, flour mills, milk products). Besides, the rural areas are the biggest markets for low-priced and middle-priced consumer goods, including consumer durables. It means, if agriculture performs, rural demand is high. Rural domestic savings are an important source of resource mobilisation.

The agriculture sector is crucial in maintaining food security and in the process, national security as well. The allied sectors like horticulture, animal husbandary, dairy and fisheries, have an important in improving the overall economic conditions and health and nutrition of the rural people. Thus any change in this sector, positive or negative, has a multiplier effect on the entire economy.
Recognising the crucial role played by the agriculture sector in enabling the widest dispersal of economic benefits, the Eleventh Plan has emphasised that agricultural development is central to equitable and fast economic development of country.

Food Deficit to Food surplus

After remaining a food deficit country for about two decades after Independence, India has become self-sufficient in food grains.

From the mid 1960s, food security improved with the introduction of high yielding varieties (HYVs) of crops and the development of agriculture infrastructure for irrigation, input supply, storage and marketing. The HYVs motivated farmers to adopt improved production technologies with the use of water, fertilesers and agrochemicals. Besides the public sector rural infrastructure, farmers developed their own 'on farm' resources. The extension support for production technology and the marketing support through procurement operations encouraged farmers to step up production. The production of various crop commodities has increased substantially over the various Plan periods.

The foodgrain production in 2010- 11 was more than 240mt an unprecedented level & in 2011-12 it is 235.54 mt.

Accounting for Success in Agriculture

The main factors for the all-round success of agriculture have been

  • increase in net sown area

  • expension of irrigation facilities

  • land reforms, especially consolidation of holdings

  • development and introduction of high yielding seeds

  • fertilizers

  • improved implements and farm machines

  • technology for pest management

  • price policy based on MSP and procurement operations

  • infrastructure for storage/cold storage

  • improvements in trade system

  • increase in investments, etc.

However, in sprite of the spectacular achievements, various constraints and disturbing trends continue to hamper the requisite growth of the agriculture sector.
