EVOLUTION OF PUBLIC ADMINISTRATION

Public Administration is a very new discipline which is hardly 100 yers. Old. It has evolved out of Political Science and public law with significant correlation with what we say management. The very evolution could be traced to 1887 the public Of an article. "The study of public administration". In American Political Science Quarterly by Woodrow Wilson. That does not mean prior to this there were no initiatives.

Richer in comparison to any other text on state.
Confucian philosophy (Philosophy of Confucius) details of remunoration, king & his responsibility.
Austrian or German cameralists (scholars)
Did research on: Maintenance of soldiers, Undertaking of warfare, Maintenance of Armed force.

Woodrow wilson's 1887 article was not the first one.
Also there were events which symbolized advanced Public Administration techniques
(i) Egypt – Building of pyramids would not have been built without dealing with huge number of personnel & finance. Without administration. it is not possible.
(ii) India – management of Kumbh mela. Art of administration is not a latest development. It has been there for the time immemorial. But the emergence of Public Administration is credited to article of Wilson it marks the beginning of public Administration
Public Administration till today has gone through number of stages.
Accumulated, number of theories tools techniques. Huge vocabulary.
Now theorists are unanimous about the states of development.
III Stage – Human Relations. Elton Mayo and his human relation. Hawthorne studies.
IV stage – Behaviouralism
Two important Publications "Functions of the Executive" C.I. Bernard. Concrete shape was given by two more publications:
"Administrative behaviour – Simon."
"The problem of science of public Administration: three problans" Robert Dahl.
He has outlined, relating to generating a science of public Administration There are three problems.
The impossibility of the exclusion of the normative concerns into the study of public administration fact is the basis of science but values const. be excluded.

(1) Impossibility of the exclusion of the Human Element from the study of public administration: Human element – Social, psychological element Inconcrete, variable. Thus it is difficult to derive scienticism.

(2) Science of public administration Can't be built on a narrow historical experience: There can be science of

  • American administration

  • German administration

  • French administration

But on narrow historical experience these can't be science of public Administration approach can't be applied everywhere thus approach is parochial.
In want to bring abt. General principle then study should not be narrow in terms of regional confinement, it should be studies have to be cross cultural trans-national.

(V) Stage: 1905s – Quantitative Approach (already was there in classical theory) Introduction of various advanced tools & techniques. Operational research, Information tech, critical path Method, data processing, they were useful in study of Public Administration
They were utilized in the study of Public Administration in background of generic management.

IPS Limited Competitive Exam, 2012 Written Part Result Announed

The results of written part of Indian Police Service Limited Competitive (IPSLC) Examination, 2012 has been announced. The written test was held by the UPSC from 20th May, 2012 to 22nd May 2012. The candidature of all the candidates whose Roll Numbers are shown in the list is Provisional, subject to their being found eligible in all respects and also subject to final outcome of the court cases pending hearing in various High Courts / Benches of CAT in case of candidates admitted to the written examination in pursuance to Court's / Tribunal's interim orders. The candidates will be required to produce the original certificates in support of their claims pertaining to age, educational qualifications, community etc. at the time of the Personality Test. They are, therefore, advised to keep the said prescribed certificates ready. The tentative date for Personality Test is from 06.08.2012. The Personality Test schedule will also be uploaded on the Commission's Website.

The Ministry of Home Affairs will intimate the candidates about the date, time & venue of the Medical Examination to be conducted by them.

Candidates are advised to intimate change in their address, if any, to the Secretary, UPSC through letter or Fax immediately to facilitate delivery of summon letters to them promptly. The FAX No. for the purpose is 011–23387310.

The Mark-sheets of candidates who have not qualified, will be put on the Commission's Website within 15 days from the date of publication of the final result (after conducting Personality Test) and will remain available on the Website for a period of 60 days.

India-China: Friend in Foe

India and China agreed to increase their defense and security dialogue and work to take steps to ensure that the two countries achieve a 100 billion dollars trade target by 2015. The decision was taken on the sidelines of the Ri0+ 20 summit at Rio de Janeiro. India also raised the border issue during the talks. India and China agreed that they would continue political dialogue at the political level. India and China also decided that the special representatives would work for preparing the joint record of their work so far, which was already announced in January 2012 and give directions for the future co-ordination between the two countries. The special representatives of India and China would submit a report on the developments so far by January 2013. India would setup interministerial group on its side while China would have an official team that would periodically exchange views on maritime issues relating to trade and security.

Under the new format approved by MHRD, admissions to all Central government engineering institutes will be through a common exam, scrapping the current system of JEE for the IITs and the All India Engineering Entrance Exam (AIEEE) for other institutes. A common merit list is to be prepared with an unprecedented 40 per cent weightage for Class XII board examination marks and 30 per cent each for two examinations — JEE Main and JEE Advanced — to be held on the same day.

Answer :

The closing decade of the 19th century and early years of the 20th century witnessed the emergence of a new and younger group within the Indian National Congress which was sharply critical of the ideology and methods of old leadership The agitation following the partition of Bengal brought into prominence the rise of a new political ideology which differed in some essential points-from that which had hitherto dominated the Indian National Congress The proponents of these two distinct schools of thoughts came to be identified as the Moderates and the Extremists The fundamental difference between the two parties related to both the political goals and the methods to be adopted to achieve it As regards the political goal, the idea of the Congress as defined in 1905 was colonial form of self-government, whereas that of the Extremists was absolute autonomy free from foreign control It was because of ideological differences with Tilak and his group that the Moderate leaders were determined to keep Tilak and Congressmen of his line of thinking out of all positions of power and responsibility in the Congress.
