Age Limit:

  • 20 – 39 . The candidates born between 02.01.1972 and 01.01.1991(both dates included) are eligible to apply for this post with usual age relaxation to SC/ST candidates and other backward communities. (For conditions regarding other age relaxation please see Para (2) of the General Conditions)

  • Relaxation in upper age limit upto 42 (fourty two) years as on the first day of January 2011 shall be allowed to the qualified ministerial staff under Higher Secondary Education Department for Direct recruitment to the category of Higher Secondary School Teacher

Qualification:

  • Master's Degree in the concerned subject with not less than 50% marks from any of the Universities in Kerala or a qualification recognized as equivalent there to in the respective subject by any University in Kerala.
  • B. Ed. in the concerned subject acquired after a regular course of study from any of the Universities in Kerala or a qualification recognized as equivalent thereto by any University in kerala.
  • In the absence of persons with B.Ed Degree in the concerned subject B.Ed. Degree acquired in the concerned Faculty as specified in the Acts and Statutes of any of the Universities in kerala.
  • In the absence of persons with B.Ed Degree as specified in items (I) and (ii) above, persons with B.Ed. Degree in any subject acquired after a regular course of
    study from any of the Universities in kerala or a qualification recognized as equivalent there to by any of the Universities in Kerala.
  • Msc.Ed. In the concerned subject with not less than 50% marks from any of the Regional Institute of Education sponsored by National Council for Education
    Research and Training (NCERT) 3 Must have passed the State Eligibility Test (SET) for the post of Higher Secondary School Teacher conducted by Government of Kerala or by the Agency authorized by the State Government.

(i) Annual Conference of the Chief Secretaries of State governments / UTs - To institutionalize the process of interaction with State governments /UT administrations on issues that relate to individual States / UTs as well as issues of common concern, the first conference was organized on February 1- 2, 2010. The Republic of India is governed in terms of the Constitution, which was adopted by Constituent Assembly on 26 November 1949 and came-into force on 26 January 1950.

  • The President of India is constitutional head of executive of the Union.
  • Article 74(1) of the Constitution provides that there shall —a Council of Minister with the Prime Minister as head to aid and advise President who shall in exercise of his functions act in accordance with such advice.

  • Real executive power thus vests in Council of Ministers with Prime Minister as head.
  • Council of Ministers is collectively responsible to the House of the People (Lok Sabha).
  • Similarly, in states, Governor is head of executive, but it is the Council of Ministers with Chief Minister as head in whom real executive power vests.
  • Council of Ministers of a state is collectively responsible to the Legislative Assembly.
  • The Constitution distributes legislative power between Parliament and state-legislatures and provides for vesting of residual powers in Parliament.
