Forms of Public Sector Enterprises

The organisation provides the framework, which substantially shapes interrelationships amongst the public enterprises as well as the government. The following are the major organisational forms of the public enterprises.

Departmental Organisation

It was, at one point of time, the prominent form of organisation of the public enterprises for two reasons. First; it was easy for a government to create an enterprise within the organisational framework of one of its already • existing departments. Secondly, in the initial stages of developmental planning, the -lumber of such enterprises with commercial functions was small.

The Major characteristics of Departmental enterprises are:

(a) The enterprise is financial by annual appropriation from the treasury and all or major share of its revenues are paid into the treasury.

(b) The enterprise is subject to budget accounting and audit controls applicable to other government activities.

(c) The permanent staffs of the enterprise are civil servants, the method by which they are recruited and the conditions of service under which they are employed are ordinarily the same as for other civil servants.

(d) The enterprise is generally organised as a major sub-division of one of the central government departments and is subject to direct control of the head of the department.

(e) Wherever this applies in the legal system of the country concerned. the enterprise possesses the sovereign immunity of the state and cannot be sued without the consent of the government.

Political independence came to Ceylon in a totally different manner than it did to Burma. In the case of Ceylon there was no Japanese occupation, no revolutionary fervent and no sudden break with the past. The colony did not even experience the sort of liberation struggle the Indian National Congress organised. There was no civil disobedience or non-cooperation and no imprisonment of national leaders.

As there was no struggle in Ceylon, neither was there the usual concomitant of a struggle, the hardening of national solidarity through national sacrifice. Ceylon emerged from colonial rule through a process of peaceful negotiations, but thiswas not an altogether unmixed blessing. An essential element in the explanation of the unique way in which Ceylon achieved political independence is the fact that the process of Westernisation had gone further there than in other colonial territories. To start with, Ceylon had experienced nearly four hundred and fifty years of colonial rule, first under the Portuguese, then the Dutch, and finally the British. From schools founded and run by Christian missions - and in the British era more and more modelled on British lines, even to the extent in some cases of emulating English public schools - there emerged a thoroughly Anglicised upper class with generally conservative political leanings. These Ceylonese were so much like their colonial masters in outlook, manners, and social habits that they were often called "brown sahibs", and negotiations between them and the Britishwere almost in the nature of dealings between gentlemen of the same club.

After the First WorldWar, this elite group formed a Ceylonese National Congress, which it hoped would grow in strength like its Indian prototype. But it collapsed a few years before the country achieved independence. During the period of British rule, Ceylonese leaders felt no inclination to make any radical or egalitarian appeals for public support and nationalism struck no roots among the masses. It is no wonder, then, that the British felt that suchmen could safely be entrusted with even larger instalments of political responsibility.

Components of National Rural Health Mission

Rural Health Care forms an integral part of the National Health Care System. Provision of Primary Health Care is the foundation of all rural health care Programmes. For developing vast public health infrastructure and human resources of the country, accelerating the socio-economic development and attaining improved quality of life, the Primary health care is accepted as one of the main instruments of action. Thus, recognizing the importance of Health in the process of economic and social development and improving the quality of life of our citizens, the Government of India has launched the National Rural Health Mission to carry out necessary architectural correction in the basic health care delivery system. The Mission adopts a synergistic approach by relating health to determinants of good health viz. segments of nutrition, sanitation, hygiene and safe drinking water. It also aims at mainstreaming the Indian systems of medicine to facilitate health care. The National Rural Health Mission (NRHM), a National effort at ensuring effective healthcare, especially to the poor and vulnerable sections of the society was launched (on 12th April, 2005 for a period of seven years (2005- 2012)) throughout the Country with special focus on 18 states viz. Arunachal Pradesh, Assam, Bihar, Chhattisgarh, Himachal Pradesh, Jharkhand, Jammu and Kashmir, Manipur, Mizoram, Meghalaya, Madhya Pradesh, Nagaland, Orissa, Rajasthan, Sikkim, Tripura, Uttarakhand and Uttar Pradesh. The major objectives or National Rural Health Mission was to ensure the following issues: ¨ Development of Infrastructure of state governments

Blackout in India: Back to Lantern

India witnessed its biggest ever power blackout on 31 July 2012. Post the collapse of the northern power grid twenty states in India were left with no electricity till late evening. This is the second time that the country saw a power failure of a huge margin; interestingly both the failures happened in a time frame of over twenty four hours. The collapse happened at around one o clock in the noon, when the northern grid tripped, which then immediately led to a similar effect on the eastern and north-eastern grids, as the two are connected as a common grid.

The problem was compounded as several states had removed the under frequency relays that island their systems when grid disruptions occur. Among the states affected were Delhi, Uttar Pradesh, Haryana, West Bengal, Punjab, Jammu & Kashmir, Orissa, Bihar, Rajasthan, Jharkhand and Assam, meaning that the power trip covered more than half of the country's population. Amongst the worst hit were the two hundred coal miners trapped in West Bengal and Jharkhand as their shafts remained closed.

"Many Species, One Planet, One Future" has been decided as the theme for World Environment Day (WED)-2010 by United Nations Environment Programme (UNEP), held on June 05, 2010 in Kigali of Rwanda, the East African country. This year's theme is 'Many Species. One Planet. One Future.' - a message focusing on the central importance to humanity of the globe's wealth of species and ecosystems. The WED theme also supports this year's UN International Year of Biodiversity. Millions of people and millions of species all share the same planet, and only together we enjoy a safer and more prosperous future, the most important thing is to give a helping hand to the amazing variety of life on our planet.

A total of 17,291 species are known to be threatened with extinction - from obscure plants and insects to well-known birds and mammals. Also many species disappear before they are even discovered. What's the reason? Human activities. With our present approach to development, we have caused the clearing of much of the original forest, drained half of the world's wetlands, depleted three quarters of all fish stocks, and emitted enough heat-trapping gases to keep our planet warming for centuries to come. We have put our foot on the accelerator, making species' extinctions occur at up to 1,000 times the natural rate. As a result, we are increasingly risking the loss of the very foundation of our own survival. There are also environmental trends that threaten to radically alter the planet, that threaten the lives of many species upon it including the human species. Each year another 6.0 million hectares of productive dry land turns into worthless desert. Over three decades, this would amount to an area roughly as large as Saudi Arabia. More than 11 million hectares of forests are yearly destroyed. Like rebellious children, humankind has set itself against Mother Nature. For our survival, we must make peace and beg Her forgiveness.

As a result, we are increasingly risking the loss of the very foundation of our own survival. The variety of life on our planet – known as 'biodiversity' – gives us our food, clothes, fuel, medicines and much more. When even one species is taken out of this intricate web of life, the result can be catastrophic. For this reason, the United Nations has declared 2010, the International Year of Biodiversity, and people all over the world are working to safeguard this irreplaceable natural wealth and reduce biodiversity loss.

Rwanda's capital Kigil was the global host for World Environment Day (WED) 2010 in conjunction with the celebration of the annual 'Kwita Izina' ceremony (which means giving names to Baby gorillas), under the theme, 'Many Species, One Planet, One Future', in an exciting event at the foot of the Virunga Mountains, shared by Rwanda, DRC and Uganda. Rwanda is home to about 1/3 of the 750 endangered mountain gorillas left in the wild. Since 2005, 103 baby gorillas have been named and this year 11 gorillas were named on the eve of WED, 2010.

Answer: In its most general usage, civil society refers to all voluntarily constituted social relations, institutions, and organizations that are not reducible to the administrative grasp of the state. "…the Committee categorically convey their unacceptability of the National Identification Authority of India Bill, 2010…The Committee would, thus, urge the Government to reconsider and review the UID scheme.…"
This was the conclusion of Parliament's Standing Committee on Finance (SCoF), which examined the Bill to convert the Unique Identification Authority of India (UIDAI) into a statutory authority. With this categorical rebuff, the SCoF dealt a body blow to the Aadhaar project, which is being implemented from September 2010 without Parliament's approval. Technically speaking, the SCoF report asked the government to bring forth fresh legislation before Parliament. However, a careful examination of the report shows that it does not just reject the Bill, it also raises serious questions about the idea of Aadhaar itself. In fact, the report so comprehensively questions the idea that any effort to introduce fresh legislation would require, as a prerequisite, a relook at the foundational principles on which the projectwas conceived.
